The standard specifies the inspection and testing rules of new-built passenger cars after completion of construction，as well as inspection item，method and determination of result included in each inspection.The standard applies to the seating car，berth car，luggage car，post car，dining car，generator car and combined car with full-metal car body with a design speed of no more than 200 km/h used on standard gauge railway. For special-use trains and non-standard gauge passenger cars with full-metal car body business car，maintenance car and test car，such as business car，maintenance car and test car，could implement the standard as reference.
